What Causes a Lack of Entertainment?
A lack of entertainment occurs when there isn't a tavern with a steady supply of ale for your level 3 burgage plot houses. The game doesn't exactly tell you this, but if you check the approval overview, you'll see "lack of entertainment" listed as a negative factor.
To see if a specific level 3 house has enough ale, select it or press Tab. If the ale icon is red, that means the house doesn't have a sufficient ale supply.

How to Fix the Lack of Entertainment
The solution is simple - you need to ensure you have at least one tavern that always has ale in stock. Here are two ways to get ale:
- Produce it yourself. Build some farms to grow barley. Then construct a malthouse to process the barley into ale. You'll need to manage your crops carefully, rotating between barley and other plants to keep the soil fertile. It takes time to set up a good crop rotation system.
- Import ale. If you have a lot of regional wealth, you can build a trading post and import ale from other regions. But this gets expensive quickly, so it only works for a few houses. For a larger village, producing your own ale is more cost-effective.
The key is to have the ale supply up and running before you upgrade a lot of houses to level 3. Don't upgrade more houses than you can supply with ale, or you'll get hit with the dreaded "lack of entertainment" penalty.

In addition to the tavern, you'll also want to build a church to keep villagers happy. Make sure level 3 houses are within range of both a tavern and a church.
